Any phone released before the ban will be supported by Google. I'm pretty sure that any newly released Huawei devices didn't officially go on sale in the UK so you should be fine with whatever you pick.
Any phone already out from Huawei will support and continue to support the play store and anything on it. As I understand it though, Huawei are actually working on their own operating system now they could introduce for future devices just in-case anything happens
It's not a simple sideload like the Amazon Fire tablets, and Huawei does not allow bootloader unlocking with newer phones so you can't flash TWRP yet. And if you do manage to get it, the SafetyNet API will fail meaning some apps will be unusable (eg Google Pay, some banking apps, etc). The first well known method was taken down, while the second method is currently only available for the Mate 30 Pro and the developer wanting to only keep it within his QQ group: https://www.xda-developers.com/huaw...e-apps-new-workaround-hisuite-backup-restore/
Both methods will also fail the SafetyNet API so any apps that depend on it will fail.
