I 3570k GTX 1070/1080

Are you talking about 144hz on older CPU issues? If you are only @ 60hz, then you can already work out CPU limitations with your current graphics card.

I am CPU limited at all the same times in the same games as I was with my previous AMD 280x. Examples are Fallout 4, Xcom2, WarhammerTW. [4.4ghz 3570 + 1070 1950hz. 16GB 1333 memory is a slight issue.]

@ 60hz you buy the GPU to match your resolution. Ie a 1070 is currently a waste at 1920x1080 60hz, but should come close to maxing current games at 2540x1440. I run at 3440x1440 and turn a few gfx settings down. As you would expect more games at this resolution are limited by the 1070.

It's not overclocked at minute. I don't have a huge amount of overclocking experience. When I first got it I spent a couple of days trying to overclock it but failed to get it stable with any significant gains.

At the minute I'm running a hd 7950 and having to drop quality down to medium at best to get a playable fps on title such as battlefield 1, ark and such. I was looking at spending over £1k on an upgrade and going to a i7 7700k and a GTX 1080/1070 but was just curious if I'd get away with just the 1080/1070 on my current build without dropping the £1k straight away.

Sounds like your decision is whether to buy a 1080 instead of the 1070 to test with your existing system.
Due to each motherboard bios using slightly different wording, for overclocking your 3570K the best bet is to google forum thread guides tailored to overclocking your exact motherboard back 5 years ago when people were doing them for the 2500-3770.
There is only 1 voltage you need to change for a small to medium overclock.

In the last 2 years I've spent on a new monitor, 120gb->500GB SSD, the 1070 last year, £300-400 on peripherals (Wheel, pedals, Hotas Joystick).

A CPU upgrade wasn't really considered when I decided to stay at 60hz. I didn't feel it would give anywhere near the experience boost as the above stuff. I appreciate that for twitch gamers, 60hz would be their big thing to ditch and that changes the upgrade decision dynamic. Also if you want to record/stream its clear a 2500K/3570 is not going to be enough any longer for that.

All I'm looking for is to play latest release's on high or ultra with good fps. At the moment I'm running 2 monitor's. One is 120hz and the other 60hz. I'm using the 60hz monitor at the moment as my game display as I feel it's a better picture. I always go a bit over kill on my upgrades as I like to future proof my builds and know I'm going to get a good 5 years or more out of it.

120hz changes everything. A 3570 won't do 120 in lots of games now. I'd dig out last year's Eurogamer articles on whether to upgrade from a 2500k, but I'm out on mobile.
