IE7 menubar/address bar

OK, so I got the menu bar back in IE7, but it's below the address bar. Is there any way to put it back in the right place (above the address bar). I tried dragging it already, and yes, I tried unlocking the toolbars first.

The only way I found was by creating a registry key, I found it at the top of this page
