If fake goods arrive when an order is placed?

If one makes an online order, which is delivered from outsdie the EU, and fake goods arrive.
The order was for around £70, and the goods arrvied on time but when investigated they turn out to be fake (shoes), should one go directly to the credit card company, or take the matter up with the foreign retailer?

What can a CC do in this situation? Charge back? Would I be responsible for returning the order to the company?
 
Why would you NOT inform the seller first to get a refund? Common sense, surely, then if the seller doesn't issue the refund go to the CC company?
 
Credit card chargeback is only for amounts £100 or greater, only a debit card can chargeback for smaller amounts.
