If I format my hard drive will I lose my items in TF2?

No. It's stored by Steam Cloud.

if you want to save time after you've formatted your hard drive, you could back up your whole steam folder, or steamapps folder and then you don't have to reinstall anything apart from Steam

If you want to save the game itself, right click and choose backup game files.

That doesn't work for me, it allways wants to redownload the games, that why I just backup the folder
