You're not gonna get higher than 30-40 MB/s sustained transfer rates over USB 2.0 but yes, 10 MB/s seems slow. Are you using your USB bus for anything else during transfer? You could try connecting it to a different port.
I would try connecting it to a USB port in another Mac or a PC just to see if the transfer rate problem is to do with your laptop's ports or the drive/caddy.
These are the two key facts I think. We're all assuming that a Mac can write to an NTFS drive as quickly as Windows can, does anyone know if this is actually the case?
