Now if Intel have infringed on a legitament patent then there should be legitament legal consequences but "Lost its sixth challenge with the China Patent Reexamination Board" how impartial and fair is that Patent Board ?

I do not know what Intels trading relationship with China is but normally the Chinese strong arm companies into 51/49% Chinese subsidary company arrangements. They will potentially ban all Intel sales in China and potentially force them into a licencing agreement. After ARM China went rogue and set itself up as a seperate entity they should be very careful what they agree too.

These patents don't seem particularly strong considering when they were issued. If this had been for 5G it might been a lot more believable as China did pour in $billions into 5G research via Huawei.

As for the usual anti-China rhetoric here: obviously when you are behind you copy as most countries have done. And for that matter, the USA does indulge in some state-sponsored industrial espionage itself (for example: https://en.wikipedia.org/wiki/ECHELON#Examples_of_industrial_espionage).
