Good enough to use with photoshop? I need a fast CPU but also one that is not heavy on the 'w'. 35w seems great as it will be in a small enclosure.

Would a Quad be better? Is there a quad that has a low 'w' output?

sure

The I3 would be enough but if you are looking at a quad you may as well go with 2500K over the 2500t as they are only about 10W diffrents really. and you could underclock it and down the volts. Or overclock it.
