I would reckon that the ship wasn't ballasted right for the weather to be honest.

The onset of the rolling seems VERY sudden, so I wonder if it was a stabiliser failure? Modern cruise ships pretty much rely on them to keep stable, so if they stop working in bad weather things will get unpleasant pretty quickly.
