Yeah I got it sorted by getting a replacement card, not had a single issue since. Get in touch with the guys at Overclockers if you bought it from there, my replacement was delayed at Gigabytes end because of a lack of stock I'm assuming (Took nearly a month).

I'm not actually on the same card. I'm on a Zotac 1070ti mini. Just having similar symtoms. Although I think I've since narrowed it down to a poor/cheap cable, I'll find out tonight.

Glad you got it sorted though

I worked mine out in the end, all I had to do was fully update the drivers and then use the software to unlock the frame rate. for some reason it didn't like being locked to 30fps and as soon as I let it fly it started working fine. hope you have something as easy to fix!
