Is there a thing as a safe budget PSU?

Iv been given loads of parts to build a system up for one of the kids but all thats missing is a PSU. Money is really tight at the mo with getting stuff for 5 kids for xmas. Im looking to send around £35 inc P&P

So dose any one know of a good safe manufacture i that i could get a PSU from? if its not sold here list the name & il google it.

The system the PSU needs to power is

AMD Phenom 9850
9800GT
2GB DDR2
160GB hard drive
DVD re-writer

i could consider leaving the 9800gt out as there is onboard graphics & then get a better PSU in the new year but if i can help it i dont want to do it then way would rather buy something now that would do the job?

Also would you buy a 2nd hand PSU of ebay? as iv saw a couple on there but not sure to take the risk or not

The Corsair 400W. £37 at the moment. No other budget one I'd personally be willing to use since the pc p&c vanished a little while back.

Failing that look to Antec. Not a chance I'd buy a second hand psu from the bay for £30. It isn't saving money if/when it kills off your motherboard, cpu and graphics card.

I've put one machine together using the corsair, it's been running perfectly for several months now. Build quality looked excellent though I refrained from stripping it apart. I expect it to be running fine after a decade.

Is there much difference between Antec & Corsair - Which is the more reliable make, after searching around can get a Antec 430w & the Corsair 400w for around the same price.

So would it be better to get the PSU with the extra 30w but the downside to that it only has 3 sata connections compared to 6 sata connections on the corsair

Dont always go by the watts look on their websites and see their Amps per 12v rail...

Is the watts not the important part to look at then?

When looking at the Amps on the 12v rail would i be right in thinking its the higher the number would be better, or am i completely wrong lol
 
yeah higher the better. As an example i have a

OCZ 750w PSU with 40amps on the 12vrail
Be Quiet750w PSU with 60amps on the 12vrail

the be quiet can handle more and is far more stable even though the watts are the same...prob wont effect you as much if your not running loads
 
Antec Earth Watts is made by Seasonic, other cheap Antecs are apparently all made by FSP who is in love with unreliable quality CapXon electrolytes.

Also ToPower likes having CapXons in grab bag when assembling those BeQuiets.
(actually circuit board burns if it's heated enough)
