A £1 bios speaker might help narrow down the problem.
Could be something simple like Ram not seated properly.

Those symptoms can be a lot of things. Everything from a dying PSU to a bad stick of RAM. Do you have a multimeter to hand if your RAM checks out okay?

I am no expert on AMD Cpu's and the corresponding motherboard Chipsets for Ryzen, but I recently built a new PC based on the Ryzen 1700 Cpu and encountered exactly the same problem. The main components are as follows:

GA-AB350-Gaming 3 AMD B350 (Socket AM4) DDR4 ATX Motherboard
https://www.overclockers.co.uk/giga...ocket-am4-ddr4-atx-motherboard-mb-557-gi.html

Ryzen 7 Eight Core 1700 3.70GHz (Socket AM4) Processor - Retail

Dark T-Force 16GB (2x8GB) DDR4 PC4-24000C16 3000MHz Dual Channel Kit - Grey (TDGED416G300)
https://www.overclockers.co.uk/team...-channel-kit-grey-tdged416g300-my-089-tg.html

When the system started up all peripherals ran as normal (fans etc), but the motherboard diagnostic CPU LED light was permanently on and the system would not post.

I rang overclocker's and found that there is an ongoing RAM compatibility problem and was advised that these new boards need a later BIOS's than they left the factory with.
To flash my board's BIOS to a later standard (BETA version) a single stick of slower RAM was required and, because I did not have any, I had to send the board back to 0verclocker's for it to be done.

Three days later it was back with me and everything is running fine.
I am not saying this is your problem, but in the absence of information about the rest of your system, it is worth exploring this compatibility problem.

Here is my original thread asking for advice...
