Is this a valid Paypal email?

One of my card numbers did change on a bank account linked to my paypal account. Looks pretty legit but im not filling that form in with my bankdetails etc on an email. Id rather my account be closed

If they're asking for your card details and other details in plain text in an email no.

they would never ask for credit card or bank details anyway if anything they would ask the last 4 digits of your credit card number or the last few bits of your bank account number not the whole thing
 
Paypal would never ask you for those details in an email, if they wanted you to update stuff it would be on their site when you log on.
 
I don't think paypal emails even have links to paypal in them any more. Literally they will tell you what you need to know (renew/something wrong etc.) and then tell you to go to the paypal website and log in. No links or information asked for in proper paypal emails. :)
