If it is fake the links in the email will go to a clone site. It would be best to login to the paypal site yourself (not via a link) and check.

Yeah click on the link in the email and see if it takes you to the paypal site or one with a random address.

Quickest way to tell would be do as Duke says, go to the PayPal website (not through any link in the e-mail) and see if it flags up anything when you log in.

I've had a similar email from ebay before, was nice to see they look for suspicious behaviour and lock your account if they think something is up.

As JRS and Duke said if you're in any doubt about the email, go directly to the site yourself.
