The council doesn't hire people directly to do such tasks. They outsource the work to independant companies these days, such as FOCSA.

If you see a bin man or street cleaner they will actually not be a council worker themselves, but they will work for a company which is used by the council.

Councils don't hire people to do menial tasks (directly).

well my local council (where i have worked on and off for 13 years) does have fulltime staff for such menial tasks. the problem is they are now abusing the system like many other places around here getting free workers in and even in a few cases people on comunity service to take someones job.
