I'll have to stop firing up those motherboards on the kitchen table. And that car lighter socket's looking lethal. If low voltage DC was that bad there'd be a lot of dead overclockers around here. But why would you think that?. Die from a 12v discharge?, er no. Ever put your fingers across a car battery at 600 amps? What happens? Nothing. Your bodies electrical resistance is in the 1000's of ohms range. Even if you stand in a puddle and tap dance, it's way to high pass anything but mA at low voltage. Btw it only takes 60mA to stop your heart, but it needs some voltage and it has to get there. 30Vdc is supposed to be about the lethal limit (lowest recorded, but you'd have to be very unlucky), 50V starts to tickle a bit.
And why would you stick spikes in the PSU? Work from the MB header.
I quite happily measure live terminals up to LV 1000Vac with a multimeter, before I'd worry about anything jumping across.
