My educated guess says that it looks like pewter and imo, is a collecting tray for a catholic church, with the centre pattern resembling a rosary bead chain.

It's a Roman drinks tray for wenches to carry flagons of ale around the tavern to your table.
Judging from the markings, I would age it around 12-15AD, during the rule of Marcus Aurelius.

The method of repousse work is an ancient craft, can be worth a quite a few pounds, I have had some Newlyn copper items make several hundred pounds..
From the picture it looks early 19th century, maybe a lot earlier, base copper then silver plated?
But,without looking at actual item it's hard to tell, you need to get it properly checked out, auctioneer, museum.
