Limiting network/internet speed?

I need to limit the network speed to one room in the house for various reasons.

What I don't know is how to do it.

The connection can be either wired or wireless.
Is there a router that can do this - limit via IP/MAC address?

I run a PC 24/7 so if necessary can put another network card in there to run this other connection that needs limiting. Can I use some software to limit the speed allowed through this 2nd network card?


Any advice would be great

I've now found some software,; for future reference to anyone else I'm using softperfect bandwidth monitor

Currently on a trial but if it works well I'll buy it.
