Most steering locks don't do that - even Discloks can be got off in three minutes if you know what you're doing. @the OP, what car do you drive?
I do have an easily stealable car which is the sort of thing joyriders would nick (Cavalier SRi). It won't stop a determined thief but chances are most joyriders would look for an easier target which is the point really.
