Looking for a web designer..

Hi there. i am looking for a web designer to create a site for me that includes a forum similiar to the ocuk one ( dont worry the forum is nothing to do with pcs etc)

So say 4 pages of text including the front page and the main forum area.

Dont want to use a freebie forum of any type as i dont want any odd adverts appearing..

So its a case of getting someone who wants the work.. i have googled this already but i have no idea of what im getting ot motr importantly who im dealing with and the prices are all over the place!!

Are you after someone that knows the tech side or someone that knows the design side? Web "designers" that combine both are few and far between.

Also, do you already have a hosting service and domain name or would the designer need to sort that too?
