Looking for build help on a budget

Looking for a build for a family member with the budget of around £600-£650 to last a good couple of years without the need to upgrade.

The build will primarily be used for games such as GTA, minecraft, sims, fortnight & rocket league

Monitor and peripherals wont be required as i have spare i can give away.

Was looking at a AMD ryzen 5 2600x build but could swing towards Intel aswell.

With this build the mobo has only 1 system fan header, would one fan be sufficient for cooling?

2x PWM header. One being for CPU. Other would be for rear fan . Any more and splitter would have to be used.
I had 9 fans on flagship board and ended up still using splitters :)
Nice to pair groups of fans on their area etc

Do you have any recommendations for a atx build that I could compare
