No, they cook from the outside in. That's a myth. Things do need water in them, though.

microwaves excite the water molecules which translate in to heat. so no, it doesnt cook from the outside in, either. if a microwave cooked from the outside in, like a convensional oven, the outside would go hard and crispy. think about it

people who think they cook from the inside out are probably closer to the truth than people who think it cookes from the outside in
