Memory stuck at 800mhz, should do 1600mhz.

As you can see my CPU is clocked to 4ghz no problem, volts are fine.

Yet on my memory it seems to say its stuck at 800mhz, yet i've set it to 1604mhz in the bios. But i noticed in the bios it says "locked" cpu's cant go higher then 800mhz?

So i'm a bit confused.
