i have just recieved a letter from vodaphone saying i need to pay 198.00 becuase my phone contract has ran out, is this normal , seems like a lot?

To get your query looked into your best bet would be to email their social media guys via the email form on their website here.
From the details I've seen them provide on other forums you'll just need to quote WRT135 - Fao Lee / Heidi in the subject line to make sure it reaches them.

Because it "Ran out"? Can you give us a bit more detail, what are the actual charges defined for?

Contracts don't run out, they have minimum terms, i.e 18/24months, after this you have to give 30 days notice of cancellation
