I recall first watching this on channel4 at night some years ago, it was part of their short films season or something.
Anyway the plot went a little something like this ..
There's a man walking down a street (maybe in New York) and you can hear his inner voice (dialogue with himself, he's talking really fast). This woman walks out in front of him, and he's left walking behind her, he hesistates about passing her, and ends up walking slowly behind her, then he's worried she thinks he's a stalker etc.
As the story went on, he ends up overlooking her apartment, (they happen to live opposite eachother). He then decides to go over to apologize, but that doesn't work as planned.
That's all I can recall.
It's was made from around 1998-2002.
