Navigation menu same on each page?

The navigation menu on my webpages is getting quite long, as is quickly becoming a pain to make any updates -e.g. additional links on each page.

Is there a way using HTML or CSS to "include" a section of code - which can be held on a separate HTML file. This will mean 1 page of navigation menu code can be used by a large amount of pages etc.

It's going to be CD-ROM based for the time being so unfortunately PHP is not an option... unfortunately that method happens to be the only one I can really remember.

I'm nearly certain, however, that there is another way which does not require PHP.

How do most websites cope with a large, ever changing navigation menu? They can't all use PHP!
