New build - what graphics card to get?

Hello all,

A friend has asked me to build them a PC to do some video editing on related to their work. He'll mainly be using Adobe Premier Pro which has the following minimum spec as far as I can see:

CPU: Intel 7thGen or newer CPU – or AMD equivalent
RAM: 16 GB for HD / 32 GB for 4K
GPU: NVIDIA Quadro RTX 8000 / NVIDIA GeForce RTX 2080 Ti / AMD FirePro WX 9100

I can sort the motherboard (wants he few bits like USB C), AMD CPU (something like a 3700X), monitor (24" 1080p), storage (1TB NMVe SSD) and RAM (32GB).

He has access to a few really powerful machines in the office for 4K stuff so this doesn't have to be mega hardcore. I'm mainly struggling on finding a suitable graphics card. Obviously the above recommendations seem a bit outdated and anything new seems to be out of stock or massively overpriced.

What would people suggest / recommend to allow FHD editing in Adobe Premier Pro and comparable to the above recommendations?

Budget for the whole PC unit (minus OS, keyboard and monitor) was about £700-£750 so obviously the cheaper the better for the graphics card but equally I don't want to get something that will struggle. Any real bargain hero cards would be ideal!
 
If it's quoting a 2080Ti then how are you supposed to build a PC for £700 when you've barely got enough for a single GPU of that performance.

I think the question I'm asking is are there any graphics cards that offer similar or close to performance (specifically for video editing / Adobe Premier Pro) but for less money?

I think a 2080Ti is obviously the top end of recommended and won't be required for this build, the actual list of 'recommended' cards seems very long to me - LINK

I don't know enough about graphics cards to pick one (or know what's good value / available) but just looking at the recommended GeForce cards (min 4GB RAM) and I'm hoping there is something suitable?

750 is not enough for a video editing "work" pc. Quadruple that at least.

Something like a 1650 Super would suffice though for video editing. Where you can get one from who knows. Maybe a GTX 1060 6gb if you can find one.
 
You may need to ring OCUK/An Etailer.

They've all got stock they're not listing.

That's the cheapest thing that's on the list for GPU ; ▷ Asus GeForce GTX 1660 Phoenix OC 6144MB GDDR5… | OcUK (overclockers.co.uk).

As much as E-tailers are protesting it's not their fault, they've all sat on stock they've not sold and now it's possible to buy and receive a GPU cheaper than stock was bought in at etc.

It's honestly quite easy to get a 1650 Super, but not through online consumer channels.
There's also quite a few 1650 listings around the place available through consumer channels too.

But pricing's crap everywhere still.
 
What about a 980ti? Won't be the fastest editing machine ever, would likely need to be 2nd hand, but it'll do the job and they can be had for a couple of hundred quid on the flea bay. Which is probably more than they should be going for at this point, but these are the times we live in.
