New build won't start after win7 install

I have built a system containing:
Phenom II 965 125w
Crosshair III
Corsair Dominator GT 1600mhz @ CAS 7
Corsair HX 1000w
4870 512mb

I installed windows 7 64 bit on it, and decided to shut it down and grab something to eat after it finished. I then tried turning my pc on again, but this time nothing happened, not even BIOS loads. The soundcard light is on, and the ROG symbol fades on and off. The LCD Poster said "PWR-OFF" everytime I turn the power off and on and press the ON switch, and it's not in the manual of what it means.
Please help, it's my first build and I want to get it up and running soon :(
Everything is running on stock at the moment.

Try the below

I) Check cables and connections.

II) Clear the CMOS.

III) Try with minimal components.

EDIT: Forgot to mention 1600MHz RAM is not natively supported by the Phenom II - you'll have to overclock.

Just to clarify you've tried to boot using only the following

CPU
1 x DIMM of RAM - use slot closest to CPU, you'll also want to alternate the stick you try.
Onboard VGA (If applicable)

And you get the same result? PWR_OFF doesn't sound like an error code it's just stating the obvious. I'd expect it to say CPU_INT, MEM_ERR or something along those lines...
 
i installed win 7 rc on a rig in sept' after the restart it just said 'no input signal' on the monitor. was totally stumped so i sold the rig after taking it apart

Indeed, I have done this aswell. Same result. I have a feeling it might be the PSU. I'm gonna try a different PSU and see if that works.
 
The PSU is fine. I researched this PWR_OFF a bit and it seems it might be the bios being corrupted... Should I RMA the board?
 
Did you try and update the BIOS? It seems odd that it would work and then become corrupted later without any intervention.

If you've tried everything mentioned then I would RMA the board. I take it you bought the board very recently so you should be able to obtain a replacement easily and, most importantly, quickly. :)
 
Yup, I got the board about a week ago. It seems strange to me aswell, but I did everything, even with just the 24 pin plugged in by itself, but no posting no matter what I do.
I've never RMA'd before lol, how do I do this? :P
 
You should have two power cords one for the board the other for the CPU. It needs both.

As for RMA'ing you need to contact the company you bought it from. Usually you'll be given an RMA code, the company then arrange for someone to pick it up, test it and send you a new one once they've confirmed the fault.

Usually takes a few days but that is much better than manufacturers who often take 6 weeks...

You might have to include a fault description, if so make sure to include a description of the steps you have taken so far.
