450 is more than enough for a 1060.One last question, would it be worth getting a better power supply? Could pay a bit more if it'd reduce noise, or is 450w more than enough?

slightly overbudget, but due to the massive 480gb ssd, can drop it down to a 240gb ssd, but i'd suggest that you'd rather not.

kfa2 depot is in wales. only 2 years warranty though, compared to giga's 3.
built-in windows firewall/antivirus is sufficient. and not very taxing on resources toogood free firewall/antivrus?
Normally if you flick the power switch at the rear there can be a small spark as the terminals connect. But what you're describing does sound like a short somewhere
