That's not a bad replacement at all tbh, the graphics are a sidestep, maybe even a little slower but not rubbish!
4gb of memory is always good, I'd be well happy at that in my laptop, Quality screen resolution is still there. Do you know what speed the hard-disk is in the replacement offer? And what speed was it in your (now broken) I9400?

Edit: Also, is it 64bit Home Premium? I only ask as my friends parents got a Dell recently with 4gb and 32bit Vista, which I couldn't understand at all...

Yes the HD on both old 9400 & 1520 is

160GB (5,400 rpm) Sata Hard Drive

I was a bit disappointed with the video card

Its it worth upgrading the processor to --- Intel® Core™ 2 Duo T7700 Processor 2.4GHz,800MHz,4MB L2 cache ?

Think the DDR2 8600GT is a bit slower than the 7900go, you'd definately have to try for an overclock on it.
I'm not really sure on the CPU upgrade, how much extra would it cost you? The 7300 it comes with isn't slow so it would maybe be alright, has the faster FSB aswell compared to your last CPU aswell. :)
