Never is a strong word!
Not when you consider the technology at play. The bandwidth required for the emotion engine was incredible so trying to emulate that is even harder.
What we MIGHT possibly see is an attachment that connects to the PS3 that either has the PS2 tech in it or something. There was a patent application for that some time ago.
Realistically though they have realised that people will pay for remastered PS2 games. And when you look at the results of the remastering its easy to understand why as the quality is a step up from emulated games. There are plenty of rumours floating around for an MGS trilogy HD set and it's smart business as they know loads of people will pay for it.
At the end of the day you can still find PS3 compatible fats on auction sites if you honestly want to play PS2 games so bad.
