New to PC gaming- what should I buy to start my collection?

Hey I'm buying the pc off a friend at a good price so thats what it comes with =/, would have liked a better gfx card. I probably wouldn't be worth buying a 570/ 580 from the members market for 160/200. or would it?

Anyone know what day they are meant to start?

Also how do you get the steam discount codes e.g. 33% off valve games etc?
