Next door's chimney smoke...

Chimneys like that, in fact, one on the left.
 
It's all due to the current weather pattern though, high pressure settled over the UK giving calm and cold conditions, little or no wind, probability of fog so the draw on any chimney is going to be poor.
Selby? Take a look at what's happening at those power stations in the area, all the emissions are just sat there going nowhere.
 
you do know they burn stuff in power stations right lol...... obviously not.. All the carbon recapturing filters will still allow for a bit of "smoke" come to think of it im not 100% sure Uk power plants even have hi grade filters yet???? i guess so ... ok .. bored now !

the big fat ones are cooling towers letting out steam
 
Maybe they are burning unseasoned wood.

Pop round and have a nice word but raise it on a concern for them. Just mention you don't think its burning cleanly, you're getting smoke at ground level and you were wondering if their chimney had been swept recently as you were concerned about a chimney fire.
 
how thick is the smoke? They could be burning coal, really they should be burning fire wood. but srsly, they should use radiators lol.

A coal/wood fire is much more efficient (and cosy) if you only want to heat one room.

To be honest the first step is to ask your neighbour. I wouldn't suggest going on about your mum if you can avoid it, just see if he is aware and take it from there.
