Noisey case fan.

Hey all, I've currently got an akasa blue-LED fan blowing air out the back of my case. Because of the airflow through the gauze it's quite noisey.
The fan itself is attached to the bottom of my motherboard.
I'm planning on getting a fan controller in the near future, once I've collected all the other little add-ons I want, but i'm looking for a temporary solution to try and slow the fan down so it's not as noisey.

Does anyone know if there are any programs that would allow me to reduce the power to the fan or anything similar?

(I need to clean my heatsink's fan :o)
 
I wouldn't be able to do any soldering or cut out the mesh because my pc's at uni. I don't have the tools available to me, which is why I was wondering about any programs that may reduce the volts. It's on a 3 pin connector at the bottom of the motherboard.
