I don't understand why they are backing down on asset freezes for kim. Surely this is the best method of tackling him with least cost/stress to the population - who otherwise get punished most heavily by economic sanctions
Pure conjecture follows: more admin and trouble than it's worth? Concerned that it might push him over the edge if he's personally affected? Back hand agreement with China where they got something in return for not enforcing?

Depends - the design for a missile and a generic rocket is usually a bit different depending on application - by all reports NK's current long range missile platform is working off repurposing a soviet era satellite launch platform which itself was originally designed as a missile platform but even reworking it back to a weapon isn't trivial.

regardless what it is - you dont go around telling people that you are going to nuke then then fly something over their country that could well be a missile
 
I think you'll find that you are very much mistaken.

It's inaccurate and sensationalist reporting by the BBC.

missile - "a weapon that is self-propelled or directed by remote control, carrying conventional or nuclear explosive."

Until they can accurately identify it as a missile, it should be referred to as a rocket. Sloppy reporting from the BBC, only too keen to heighten the perceived threat from NK, as any sort of conflict gives them ample content to report on. Much the same way they approached the Iraq invasion of 2003, peddling Tony Blair's lies.
 
Being NK though its almost certainly going to be something designed to be a missile - especially as a mobile missile launcher was seen moving to the position it was launched from earlier in the day.
 
I did some research around the NK artillery threat.

The thing is SK is better prepared for an artillery attack that you think.
There are gas masks all over the vast network of shelters and tunnels that are under the capitol.
I genuinely believe they would be able to go to ground and ride out the storm for a few days.

I believe they have been neglected as of recent times in terms of food and water supplies, but there are over 3000 in Seoul alone that could be geared up in a few days
