Northern Ireland's water crisis

Gross under-investment tbh. This is only going to get worse across all utilities over the next couple of decades.
The various electricity network companies invest ~£5-£10bn every year in the networks - and replace only around 1% of the asset base over that period. If the assets had a 100 year lifespan that would be fine - but most are designed to last only 40 years and were installed in the 60s and 70s. Anyone with primary school maths can work out the problem that we'll be facing very soon!

Surely there is a PLAN somewhere of where they put the pipes in?

there a plan but it badly wrong. we have about 2 miles of main water pipe running thu our land, with 4 working meters off it (yes farm water is metered as we pay for it) and 2 disused meters, the map shows the pipe running in a straight line across our land from the main water tank to the road. the pipe runs in what i would call a double s shape and would be as much as 7 yards out from were the map says it is.
as for the meters, our own meter is 3 yards from were the map says, the only 2 meters in the right place are the 2 disused one, and one of the meters no one knows were it is

once the pipe hits the road it follows the road, problem is it hits the road about 8 yards above were the map says and that were the burst is and i just know some guy came out to look at the burst saw that it not on his map and has assumed it a private supply and not up for him to fix.
what i know going to happen is some day soon a guy from the waterboard is going to show in at my house telling us we need to fix the burst as it on the edge of our land therefore must be out pipe, i'll take him out and show him it his pipe and he then come back a day later and fix it but in the mean time the road or the local village will have no water
 
Water is fine here in Bangor, no issues at all, heard they might be reducing ours for a while, but to be honest, washing in the morning and evening is covered by our hot water tank anyway. Showers only, no baths, which is not exactly a hardship for a couple of days til it is sorted.
