Because it’s an age old problem with high end Nvidia cards, and is extremely likely to happen again.

As it was recently explained to me it seems that Nvidia deliberately under produce their high end stuff as they're expensive to produce and they don't want the loss of having a load of cards sat in storage never seeing the light of day because something else has come out to make them obsolete

The supers launched in July, but it was only around September and October that they started landing in decent amounts.

These are called paper launches lol, its got nothing to do with deliberately witholding stock. Paper launches dont have stock and that all nVidia does upon every 'release'

"In other words, the successor core for Turing for consumers is not taped out at least at the present time. The timing for this to come out is probably 2020."

Of course for every negative rumour there is a positive one.

A paper launch would indicate there was no stock at all. You could get hold of the cards just the maket would'nt was'nt flooded with them.

Now do you remember the the Days before the Geforce 7 cards? In those days a new card from both sides would be "launched" you see reviews but then it would take MONTH for even a listing and even any stock to hit the retailers. I guess what would happen back in them days is they make a limited batch of the final silicons for reviews and the paper lunch while they go in the full production.

It was only with the Geforce GTX 7800 cards would be available on day 1 and after that most Geforce and radeon launches after then where hard ones with a couple of cases cards coming a couple of weeks after reviews which is acceptable compared to the months of waiting like before.

A modern paper launch would the the RX5500's "launch" over a month ago, no cards, no reviews , no prices, no release.

Another site with news https://hothardware.com/news/nvidias-7nm-geforce-rtx-3080-ampere-gpus-rumored-launch

The rumor points to NVIDIA focusing on the high end initially, including GeForce RTX 3080 Ti and GeForce RTX 3080 graphics cards with Ampere inside. Then sometime later, we would see more affordable GeForce RTX 3070 and GeForce RTX 3060 cards.

Well the fact there is so much noise even if inconsistent must surely mean something is brewing.

Yup we all know they are coming, it is just a case of when.

Supposedly NVidia sent out details of the Ampere architecture to AIB's, so now there seems to be rumours coming out of the wood work left right and centre.

As always only time will tell.
