Max deserved a 3 place penalty, he broke the rules, simple as. Bizarre is last week and no penalty for Ferrari crossing the pit lane white line.
Don't think I can EVER recall a one place grid penalty...

Should have been a 3. 1 is bizarre. Consistent inconsistency though.
Makes it worse though. If they’re saying it was dangerous and conceivably could have caused an accident then it deserves more than a 1 place penaltybut it is dangerous to be going abnormally slowly on the racing line for no good reason
It does, and I honestly hope people exploit it and question the FIA on every occurrence. Either apply a rule or don't. If Russell wasn't on a push lap, doesn't that mean he just drove up too fast behind Max to force a penalty. Doesn't this set a precedent for any driver on an out lap to storm up behind someone and claim they were going too slowly/impeded them?

2) Laps during Sprint Qualifying, Qualifying and Reconnaissance Lap(s) for the Sprint or Race
In order to ensure that cars are not driven unnecessarily slowly on in laps during and after the end of sprint qualifying or qualifying or during reconnaissance laps when the pit exit is opened for the sprint or race, drivers must stay below the maximum time set by the FIA between the Safety Carlines shown on the pit lane map. Teams and Drivers will be informed of the maximum time after the first practice session. For the safe and orderly conduct of the Event, other than in exceptional circumstances accepted as such by the Stewards, any driver that exceeds the maximum time from the Second Safety Car Line to the First Safety Car Line on ANY lap during and after the end of the sprint qualifying or qualifying session, including in-laps and out-laps or during reconnaissance laps when the pit exit is opened for the sprint and the race, may be deemed to be going unnecessarily slowly. For the avoidance of doubt, this does not supersede Article 33.4 and Article 37.5 of the FIA Formula One Sporting Regulations, which apply to the entire Circuit, furthermore this includes the pit lane as well. Incidents will normally be investigated after the sprint qualifying, qualifying session, sprint or the race.

As @Kenai said it wasn’t for impeding - it was for driving too slowly. The risk is that driving too slowly could cause an accident when those on hot laps do come up behind you at a much faster rate. Not sure how fast George was going compared to a hot lap but it looked bad.
