Try reseating the CPU cooler to see if it helps at all.

Do you have Intel SpeedStep enabled? If not it can help reduce temps when your idling/not running demanding programs.

The cooler will cool to ambient temp or a few degrees above it so it is most likely that the ambient room temp will be lower than the temp inside the pc due to the component heat etc unless your room is heated very warm as you say it is.
Have the fan blowing air from whichever is the lowest overall ambient temp through the rad (likely the room).
What is the room temp? if very high you may need to lower it.

Ive just reseated my water block with new thermal paste and got a slight drop of about 4 degrees after using some older paste originally. When i took the block off there were areas on it that the paste had not covered so the block possibly wasnt making full contact with the CPU. You could try this as well.

1) get a noctua d-14
2) remove those fans from the side panel and read up about proper case ventilation
3) cable tidy to allow good airflow through your case
4) open a window to reduce ambient temps
...
15) PROFIT!

:D :p :D

id tidy the cables, check airflow direction, and think of a way to cool the room cause eventually everything will warm up to ambient (approx) unless you can chill either the air (or water) tbh even tho im on water in the summer or anytime from sort of now onwards when the weather gets warmer i switch the airconditioning on, so maybe think about getting a small portable airconditioner if your room is to hot, or a water chiller,
