Opportunity to create home media system, advice needed.

shortly to be decorating living room and have the opportunity to get a whole new media system, rather than the cobbled together one i have at present. but need advice.

Intend using a pc as a media server, but what gfx card would i need to be sure of 4k hi res playing?
what is the bottleneck , the computer, drives or HDMI?

PC likely to be an SSD with two large platter drives in RAID 1 format.

Is it worth going for an extravagant sound card and speakers all around rather than going for a decent sound card straight to a soundbar?

best TV type, 65"

got around £7k to play with at max but would like it if i could do it for a bit less.
 
my current setup are two 6tb external drives on a decentish pc i was given.
but in last month had to transfer 5tb of data from a drive that started to fail to a new external drive which took nearly a week..hence wanting Raid 1

With the NAS i would still need a PC for manipulation of files before uploading to the NAS which is why i hadn't considered a NAS.

would the NAS allow Wi-fi streamed 4k movie files without buffering issues? or could the NAS be connected directly to the new TV as my primary viewing platform and listening platfrom with a suitable soundcard and soundbar..and if so how? HDMI? and were would the bottleneck be regarding data transfer
