It's throroughly unconstitutional that a charity can bring about private prosecutions that result in criminal convictions. Such things should be left to the police.
My problem is that the country is out of balance!
The RSPCA prosecute as much as the possibly can because it generates revenue for them. Cases like this are free advertising, people give more money to the RSPCA. It's a sickening trend. They are are ridiculously well funded.
However - when someone is arrested for common assault there is no charity to prosecute, no public over-reaction, and the police decide it's not worth public resources to prosecute.
Nope, they don't prosecute either - it's usually the CPS, but a range of other organisations are allowed to bring charges to court as well. The police used to bring charges, but back in the early Eighties (IIRC) it was decided that this was a conflict of interest.
