Overclocking just can not get pass 3.675Ghz

Hi i have a water cooled asus striker ii extreame, with a QX9650 and memory 1600Mhz, does anyone have any suggestions / tips

When I was new to overclocking I had a quick read through of that, ended up overclocking my P4 to 3.7GHz on a £12 cooler
