What speed will the additional USB ports that are plugged into the MB and installed at the front of a PC case operate at. Will it be the same speed as the USB 2.0 used at the back of the motherboard. Ive read these can run up to speeds of 480Mbps?

Quite simply - yes.

If case is older the cables may not handle USB2, you will see Windows warn you if this is case, some manu's even send you out new cable/ports.
