What has the person done wrong? It's the council's car park and they have told you there isn't any restrictions. Resident's car parking by itself means nothing.

Complain to your council / MP and try and get restrictions, currently the guy can do what he wants.
 
You can't put a sign on the windscreen but you might be OK to put it on the rear side window as then it's not blocking his vision and not a hazard, best seeing if any of the police chaps on here agree with this. I know at my old uni that's the window they'd use as they got into trouble for putting it on the driver or passenger front windows or windscreen/rear window.

In all seriousness, you can't do anything, although I find it weird that they say it's residents only and isn't. Maybe ask for clarification or something.... Also, talk to your local MP.

Police advise would be brilliant, you know it didn't even occur to me there might be Police members, we just want a peacful life and for people to at least take note of signs, after all they wouldn't know if the signs were a bluff or not, i would certainly not risk or even concider parking on land were signs ask the public not to, the arrogance of some people are at times unbelievable.

Unless there is a legal parking order, any sign is simply for courtesy purposes.
For any enforcement action to be taken, there has to be a whole raft of signage; signs at each entrance/exit, reference to the relevant act, who owns the land, who can park when, charges, penalties etc etc

Have you tried being civil, and having a frank but diplomatic word with them, and explaining the situation?
 
What situation? No restriction on the car park means anybody who wants to can use it. Whilst annoying for the local residents any action such as blocking them in or stickers on the window is simply wrong and hopefully leads so some annoyed driver escalating the situation and causing them a great deal of hassle.

Either find a way to have the council impose restrictions or suck it up and get on with your life.

Thanks, that's the stage i'm at at the momement, they are now investigaing the matter and I have requested the area be considered for restriction and enforcement. Would be very nice to have the current signs actually mean what they say.
 
falcon punch him in the stomach, or ask him face to face wtf he is doing and notify him of the fact he is affecting disabled and elderly people?
