Hi guys... Was wondering what the "seen" and "Issued" parts of a parking ticket are? Should they be the difference on how long ago they saw you previously?

Also a signpost that reads

mon - sat
8am - 6pm
1 hour
No return
within 2 hours


What does that actually mean? thanks
 
What does the sign mean?

Between Monday & Saturday, 8:00am - 6:00pm
You may wait/park for 1hr.
You may not return to the same location within 2hrs.

So, you park from 10:00am - 11:00am.
The earliest you can park there again would be 1:00pm.

Am wondering about the 'seen' and 'issued' on the parking ticket as the difference is 1 minute rather when they first saw me there? Or have I got that wrong?

The PCN must by law state the time and date of the alleged contravention. This is not the same as the observation time.

It is not a statutory requirement to put the observation time on a PCN however it is recommended in the statutory guidance, for which the enforcement authority must have regard.

Some contraventions don't need an observation time to be proved, however contraventions such as parked in a loading bay without loading obviously would.
 
Thanks for the reply, but seeing as there are two different times on the charge does that not mean they have shown an observed time, i.e. "Seen" and the alleged time that it occured "Issued"?
 
It would usually be the first time you are seen and then the time a ticket was issued. However there are no hard and fast rules as to whether those times matter, what is required for the ticket varies between authorities, and at a minutes difference it could just be an automated, seen = details entered in machine, issued = ticket printed from machine
 
It doesn't matter when I parked there, if its issued wrong then its wrong.
So you know that you parked there over an hour or returned within 2, and think this is your way out of paying?
As said, it isn't likely to be required and could mean a wide variety of things.
Observed could simply be the time they took the picture of your car.

Difficult to say for sure without seeing the PCN, but depending on how it is worded exactly it may be arguable that "Issued" does not constitute time of contravention as defined in law. The PCN may also have other issues.

If you want me to take a look scan all sides and post it up, remove the VRN and PCN number from the scans.
