Paypal stole my money

Ok, last month approx. 30 days ago i bought something from that auction site and paid £7.49 for it through paypal. The seller rejected this as he couldnt accept credit card and paypal said it would be refunded to my bank account.

Its 30 days now and it still has not come. The seller is co-operating fully with me and seems honest, he says he rejected the payment and he offered me screenshots to prove it.

Now on my bank statment, it shows £7.49 taken by paypal, then later 7.49 refunded and then 7.49 retaken again.

I have looked around on the paypal website but i cant find an appropriate email or anything to question, can anyone help me or point me in the right direction?

Watch out ringing on an 0870 number, you'll end up paying more than £7.49 for the call by the time you've finished

Not the same number, but its paypal so should be same thing
