PC for converting/burning dvds/cds + downloading

Can someone please help and spec me a pc specifically for downloading/converting/burning dvds/cds etc..

Im not interested in looks but good performance in these areas would be great..

price range: cheaper the better.

thanks for the reply, the budgit can be up to £1000 it will be a hard working machine I dont know if its possible to have multi drives burning at the same time, but that would be great,,, so yeh 1k tops..

Or a system based on the Athlon II 240 using integrated graphics if you think you would use them. Would have gone with the Atom but any case that supports dual dvd drives kind of negates the size thing...
 
hmm I was thinking more like 4tb+ (harddrives) more dvd rewriters if multi burning is possible regardless 2 min.

Will be multi tasking so performance must good..

See Id do this myself but havent got a clue how much I can fit in a case or what components go together..
