It is just an anti-fraud measure, many companies in Europe do it. Especially for sales with people from outside their own country. Looking at it from their perspective it isn't quite as bad as it might seem. Not a lot they can do with details off a driving license, they have most of them through the order anyways.
 
Borderlands 2 is also pretty cheap on yuplays store but you need a card that will allow the purchase according to savvygamer you'll receive a steam key for the multilingual version because of the decision 2k took to provide all russian language key owners the option to play the non russian version too.
 
Just a warning on WOWHD - I pre-ordered xcom from them cheap, on release day it suddenly went from available to 'in stock in two weeks'.

Needless to say, cancelled immediately :)
