PC mysteriously switches on whilst at work.

I always turn my PC off and just of late I have come home and it's switched on. I have checked the uptime and its usually within a couple of mins after I have turned it off.

I check my email in the mornings and turn PC off before I leave for work. I come home and it's switched on... The PC is definitely switched off when I leave the house, there is no one home at all to switch it on.
 
Does the computer complete the shut down procedure, because anything which causes the computer to reset during shutdown would result in this. Does it happen every time, or just occasionally?
 
Is it plugged into a phone line? I had this years ago when I was on 56k, and the computer was waking itself up whenever anyone rang the phone.

Also check the BIOS to make sure it hasn't been told to turn on a particular time.
 
It does have PME Wake up enabled in the BIOS. The Pc isn't connected to a phone line - The broadband router is bridged to the modem though. I have disabled magic packet in the NIC properties too, but the point is when its turned off it should stay off? I would like to use PME to turn my pc on remotely if the need arose.
