pc reboots when entering some games

just wondering if anyone could help me, i've recently got a new graphics card (palit dual gtx 1070) the card is great and i have no problems in games or any stress tests, it is overclocked but never artifacts, crashes or anything during any stress testing, survives occt artifact checker for 30 minutes, evga precision artifact checker etc.

there is one issue i've noticed, normally i play games with adaptive v-sync on, i've never experienced any problems at all when doing this.

if i've been benchmarking/stress testing i'll take v-sync completely off, again no problems, on occasion i have left v-sync off and started a game, at this point (not every time or anything and i can't replicate it reliably) as the screen goes black to load the game and it enters the game my pc reboots, does a complete hard reset.

I have a fairly poor psu (ocz stethxstream 2 700w), is it likely to be this as the cause of the issue? driver issue? or graphics card problem (the graphics card never fails any stress testing and never ever crashes once actually in a game it's only on this initial load where it's reset and only with v-sync off which upon entering the game makes the fps go to something ridiculous like 3000 fps)

Really high fps can make some PSUs whistle like kettles. Regardless of whether yours whistles too or not, it sure does affect the PSU. New and better PSU should be first course of action, imo. Doesn't even matter if it's not the culprit - time to replace that old mediocre PSU. Then see what happens.

Yeah, that's a mediocre as new PSU with cheap capacitors. (from since bankrupt brand)
So that would be definitely suspect.
Its age is anyway such old that I wouldn't personally use it to power anything more sensitive than 230V resistors.

If really being on budget I would recommend BitFenix Formula.

Price isn't really an issue, it's more the effort of having to fit it, I can do it I just don't really enjoy doing it. Which wattage would you recommend?

If rest of the PC is normal (no notably overclocked CPU) 550W would be enough for that level graphics card.
650W is again enough for most single GPU PCs if you at some point want to upgrade.

If case is cramped Seasonic Focus Plus is very compact for modular PSU and would be among easiest to fit in.
(that BitFenix has fixed cables)

Everything is overclocked, I've got a 3570k overclocked to 4.2 and my gpu is overclocked as well.

The odd thing is that the pc never crashes when anything is loaded up and doesn't crash using occt psu test. It just seems to be that very quick fluctuation that causes it to reboot
